I think they are.

Friends & family often task me with "enabling internet on their
phone"; I've never had to call MTN to enable data on any prepaid SIM
card.

I doubt this is his problem.

Let Colline provide wvdial log and we see whats cooking. (filter
syslog for entries containing 'pppd')
