That quote is out of context. In the message thread it is heavily implied that 
we are discussing *networked* computers, the equivalent being cars *in 
traffic*. Driving a car in a fenced-off area with no other cars or people 
around (except the tutor, perhaps) is considerably safer, wouldn't you agree?

Besides, risks are part of growing up, part of the learning process. A child 
burnt by a flame learns to respect fire. Even so, using a computer isolated 
from the Internet and without any personal or otherwise sensitive information 
stored on it translates to driving a car in a cordoned-off area without 
actually being in the car yourself :)
