Also they could help out by outsourcing some of their services from  
the LUG community; they could start with simple services where they  
request LUG to do something and volunteers from the LUG community come  
in to fill the gap, and as LUG gets more organized, others things can  
follow...

Not to be a cynic, but Telco's are not big on FOSS. 

You could ask them how they would feel about encouraging FOSS at the computer 
labs they are all helping build around the country using the UCC RCDF project.

I have thought of some ideas:

MTN has some very good IT people especially in the Switch sections, so  
let them encourage those folks to engage in the LUG mailing list and
