Hi Davis,

In Uganda, the truth is that the law that established sim-card registration is 
called, " The interception of Communications Act". It's purpose is to allow the 
Government to intercept your phone communications and prove that the simcard 
that was used belongs to you.

So, now judge for yourself where it falls. you will probably have to read it 
alongside with the Anti-terrorism Act and the Treason Act.
