The GTK/Qt/what-have-you printing dialogues all include a "Print to PDF" option, so you could make PDFs with just about any program in GNU/Linux. And on the off-chance you cannot, adding a virtual PDF printer is trivial in CUPS and not something for which you need any additional software.
