Panasonic TDA PABX's have worked well for us in the past. How ever I suggest you look at some datasheets and come up with a feature list.
i.e. VOIP, Voice Mail, Easy Expansion etc. The main problem with getting an asterisk solution i.e. FOSS is you would need to also getting 300 POE Network switches all powered by UPS's otherwise every-time you lost power the phones would also lose power.
