And URA expects .xls files, not .xlsx

We tried doing this with OpenOffice, but there is so much VBScript in the files 
that you cant generate the required file. Which is super inconvenient!

uploaded. Since the URA form is in Excel 2003, its in an XML format hence is
a basic text file. 
 
Excel 2003 XLS files are a binary format.
