After some further exploration today I still haven't sorted out what is 
happening.

The client side error appears to be

[root@qcdi2402 ~]# dmesg
[1731502.307497] Lustre: Mounted lustre25-client
[1731502.314247] SELinux: (dev lustre, type lustre) getxattr errno 13
[1731502.318754] Lustre: Unmounted lustre25-client

I've explored setting SElinux to "Permissive" on both the mgs and the client, 
to no avail

An interesting wrinkle here is that a much older client (2.12.6) can mount, 
though it still mentions the errno 13

Our lustre servers are running:
lustre-2.15.8-1.el8.x86_64

The client getting the errors is:
ustre-client-2.15.8-1j.el9.x86_64
