Then too, you have the problem of how "socialized" the two societies are/were.
Some governments pay for medical care, education, roads, entertainment, arts, etc. Some pay for little more than police, military, and palaces. X dollars per year in a socialized country might be more than 2X dollars per year in an non-social country.
