Not necessarily.  The two vertical lines denote the end of a section,  
which you can repeat or not as you think fit.  If the section  
following is an embellished version of the section just played, then  
there is no need to repeat it, but if a repeat is not written out,  
then you might want to play the section again, with some ornaments of  
your own thrown in, but don't absolutely have to.  The fact that so  
many repeat sections are written out tells me that repeating the  
sections was generally a desirable move.  That's my take on it.
