My opinion in this matter is, that the libraries should primarily be there for us, the public. They are generally funded with OUR tax money in the first place. Major libraries have understood this, and digitize their holdings big time. We live, after all, in 2018 and not in 1980! Its in their own interest to conserve the fragile manuscripts by digitizing. Those small libraries that are trying to make a buck from the probably extremely FEW orders they get, are just moving backwards into the future. From recent examples we see that their prices are prohibitive, and they are in fact only HINDERING the access to their holding. Old-fashioned, prohibitive and retro thinking IMHO. G. Reality check.
