That's probably a BIOS bias.  Lilo calls the real mode BIOS to get some 
information on how boot should work.

Mounting the root filesystem is determined by the initrd/initramfs in 
conjunction with the kernel command-link (from the boot loader).

Data from /etc/fstab should be used in configuring the boot loader and/or 
setting up the initrd/initramfs.
