Well, strictly spoken: 1.3.2 *is* the latest stable version. However, 1.4.0RC2 is stable enough to be used: there are no (known) open bugs which are severe enough to fix them before the RC2 becomes the official release, so using it is strongly suggested over using 1.3.2, which is now nearly 17 months old.
