Do you mean HTTPD *without* a secure layer? Yes, I know there are many examples of it, but IMHO because it is simpler than a full HTTPS server. I don't think you can use a non-secure HTTP (or MQTT or SNMP) communication in a public network today for a serious application that isn't a simple test example.
