I have reviewed this document, with the following comments:

It is a very useful summary of these energy efficient techniques being used in 
IOT communication protocols.

It will help IETF protocol designers to better understand the lower layer's 
mechanism and enable IETF protocol coordinate with lower layer adaptively.

Radio Duty Cycling techniques are very common in IOT lower layer protocols. 
Their behavior details will affect the efficiency of upper layers, and many 
optimization points are hidden there.

   This document describes the problems and current practices of energy

   efficient protocol operation on constrained devices.  It summarizes

   the main link layer techniques for energy efficient networking, and

   it highlights the impact of such techniques on the upper layer

   behavior.  The document also provides an overview of energy efficient

   mechanisms available at each layer of the constrained node network

   IETF protocol suite.
