As for using Super as something other than a modifier, that has its own problems. IceWM allows it, but that breaks keybindings external to IceWM because modifiers aren't really intended to be used on their own as global shortcuts.
(As far as I can guess, IceWM does it by using XGrabKey and then setting up its keybinding system so that the KeyRelease event for Super triggers the menu unless a Super+Something keybinding set a "suppress next release binding" flag) I just use something like Super+Space. Though, since I almost never use the menu, I have Super+Space bound to gmrun.
