If you never get startup notifications at all that would mean your
window manager does not support it. As much as I can see the openbox
package version 3.5.2-6 in 14.04 contains patch which fixes that. I'll
try to check it when I can get to some 14.04 machine to tell if your
issue is reproducible. And about LXPanel 0.6.1 - it does not support
startup notification, only GIT does (therefore next release will do).
