It says that the files:

lynx2-8-6/src/chrtrans/iso07_uni.tbl
lynx2-8-6/src/chrtrans/iso08_uni.tbl
lynx2-8-6/src/chrtrans/iso09_uni.tbl
lynx2-8-6/src/chrtrans/next_uni.tbl
contain the copyright which "specifically excludes the right to
re-distribute this file directly". The copyright on this file is
1991-1995 which presumably means that there is a file providing
equivalent functionality on unicode.org.

We would suggest that the lynx developers download the latest files,
which don't contain such a restriction any more, and exchange them.
