What I do to get is build with EXP_JAPANESEUTF8_SUPPORT defined and link against libiconv. Basically lynx then uses iconv to transcode utf-8 webpages to the charset of your terminal, but as implied by the name the code only handles euc-jp and shift_jis, though it could be generalised for the chinese encodings as well.
