The entire arrangement is a bit fiddly. 38 SENDUSERAGENT is marked with
a (!) 39 USERAGENT has no (!) marking. So in lynx.cfg when a line
begins with a (#) is that always a comment line? If so, in order to
change things in lynx.cfg I need to adjust the value on the line and
remove the hash mark from the beginning of that line.

Is 'User-Agent header' marked with a ! ? If so, you can change this in
lynx.cfg with:
ENABLE_LYNXRC:useragent:ON
Or, perhaps, you did not 'Save options to disk'
