On the 'O'ptions page, set "Keypad Mode" to "Numbers Act as
Arrows".

See also "DEFAULT_KEYPAD_MODE" in lynx.cfg and, for completeness,
userdefs.h before compilation, and "-number_links" and
"-number_fields" on the command line.
