TagSoup/SortaSGML default is set in lynx.cfg and LYMain.c files.
The default was not changed by lynx developers during 2 last years
(starting v2.8).
Whatever you mean for "minor upgrade" is your buisness.
I mean any dev.* or rel.* versions (as well as fixes for rel.* versions)
