lynx-dev DOS characters in Windows

Greetings:

I'm running Lynx Version 2.8.2rel.1 on Win 98.

My problem is that, running it from the Command prompt window, all eight bit
characters (accented vowels, etc.) are produced 'a la DOS', that is,
incorrectly :(. I understand this is a DOS problem and there's probably
nothing that can be done, but I thought I'd ask anyway in case someone had
found a workaround.
