The Lynx community has made an emphasis over the years on the idea of lynx
functioning in the real web environment whenever possible - and whenever
developer support can be garnered.

I don't recall specifications previous to XHTML requiring BASE tags.  But
the specifications are build specifically towards those WRITING html pages,
not those attempting to DISPLAY html pages.   Those who need to render
html have to be ready for anything.
