What seems to happen is that, either the ftp code doesn't recognize
the end of transmission of the file or the sending ftp sites that I
have tested don't send the completion signal.  When the file is
completely downloaded, lynx just hangs.  If you disconnect the modem
after the file download is completed, lynx changes to the "save file"
page, and you can transfer the downloaded file to the selected
directory without any incident.
