on the face of it, it should be a matter of implementing  ^r
to reread the jumps file when looking at the  ?  screen.
it already rereads the screen, but doesn't change the actual short-cuts,
so Lynx code needs to be changed to activate the bit
which sets up the short-cuts at start-up
so that it reactivates that bit of code for  ^r  here too.

is that difficult?  could you do it for 2-8-3pre.1 (encouraging smile)?
