Maybe the terminal initialization string "usually" sets the keypad to
application mode - whether that makes sense is another question.

What do you mean by "context"?

If you mean the "Numbers act as arrows" setting - there is no switching
based on it.

AFAIK, neither VT1xx nor VT2xx nor VT3xx had a NumLock key.
