Fowler is certainly an authority,
tho' i strongly suspect he advises common sense as the ultimate arbiter:
his King's English is on-line via www.bartleby.com/ ,
but a quick look didn't reveal anything on apostrophes.
my own common-sense vote is for URLs on the ground
that punctuation is road-signage, which should make reading easier,
& that the apostrophe in this case looks like a possessive ending;
more generally in case of doubt, omit symbols which are not clearly required.
