lynx-dev lynx2.8.3 version??

A question about the version numbering.

it was dev (for development)
then pre (for prerelease)
now it's rel.

At which point does 2.8.3 and the development moves onto the next version.
Be that 2.8.4 or 2.9 or even 3.0.

version numbering being x.y.x
What would contribute to an increase in x,y, or z?
