I think 'external' may be a red herring; he may well simply want
the long standing mailcap type facility, try "man mailcap" on
real operating systems, or SUFFIX and VIEWER directives in lynx.cfg,
on any OS.

Lynx EXTERNAL commands are run before fetching the resource, based
only on the scheme, whereas VIEWERs are run after fetching it, 
based on the media type.
