He could aadditionally embed such fallbacks in <NOSCRIPT>...</NOSCRIPT>.
That should make them invisible to browsers with scripting.

I haven't checked in which places <NOSCRIPT> is legal, or whether it actually
makes form controls invisible on graphical browsers.
