The Cygwin ncurses packae has a patch to make it build a dll (which I have
partly integrated - the remaining part - makefile changes - was not usable, so
I intend reworking that portion to integrate it into ncurses).  Except that
they'd broken includes to term.h, I don't recall anything that would affect
lynx in that port, but (my attention's been on U/Win, and running Cygwin
compiles in the background), there's some other gotchas that the current Cygwin
headers break.  I'll resolve those...
