lynx-dev ctrl-x i Not Working

I tried to insert a file in a text entry field using the 'ctrl-x i'
keystrokes,but nothing happened.

Is this the same problem I had with the 'home' and 'end' keys not
working for me because I am using the telnet software that comes
with Windows95?
