In my view, that is because the Mosaic team didn't have their own
word processor or PDL viewer, and knew that HTML was fashionable, so
formed Netscape, totally ignoring the aims of HTML and relying on 
people not realising that there was old technology better suited to
business wants.

CSS was an attempt by W3C to regain the original direction of HTML.
