You can use lynx as a converter: run it on fr.po with iso-8859-1 as a "display charset" and cp850 as an "assumed document charset", now print it to local file with a 'p' key and overwrite an existing fr.po (fr.po will be assumed by lynx as text/plain) That's done. (perhaps some tabs will be converted to spaces, and long lines will be splitted according to display width - check manually). Also don't forget to change charset=cp850 line accordingly after all.
