The functionality in question (automatically setting display-charset) is already present with #ifdef CAN_AUTODETECT_DISPLAY_CHARSET when display-charset is set to "auto". Currently the detection is implemented on OS/2 only - but it is easy to locate and extend: e.g., see ./src/UCdomap.c.
