What command did you try?
ncftp moni.msci.memphis.edu
will work
so will
ncftp ftp://moni.msci.memphis.edu/pub/lyx-1.0.0-1.i386.rpm
but not
ncftp ftp://moni.msci.memphis.edu/pub
or
ncftp moni.msci.memphis.edu/pub
