And I really don't want to touch this since the first thing I do when
compiling LyX is say "configure --disable-nls ...". But I'll have a look
and see if there is anything I can do as a dumb American to improve it.

You're right, it doesn't :-) But I will hold off, because I do agree that
an extended discussion is necessary.

Probably because I forgot to add it to the UG or EE. At one point I
converted all URLs in all the docs to Insert->Url; I guess I never
realized it wasn't mentioned in the main sections.
