  I have examined the code for quotes, and as far as I have seen it relies
on the document language (for latex generation). Also there are several cases
where the docbook alternatives are greater than the corresponding latex ones.

  It seems to me that this need further thought, so I have delayed this for
a later version. So for now all the quotes are translated as english quotes.
As it seems to me the neutral style.

  There are several output results that come from the document language, and
I don't know if the quotes are one of them. That's the other reason why I have
delayed that.
