teTeX-1.0 and onwards doesn't include foiltex anymore because of copyright
reasons. Did you add the foiltex installation yourself? or part of a
Debian or FreeBSD package? Then you may need to rerun texhash to rebuild
the ls-R file.
If you ran locate to find this list of foiltex files perhaps your locate
database hasn't been updated since your previous installation. I'd
suggest checking this manually first. You'd have to retrieve foiltex from
CTAN then or strip it out of an older teTeX.
