The icons needed to be added "by hand" after lyx.exe has been compiled. The
two icons are found in development\Win32\packaging\icons\*.ico. There's a
README file that describes exactly how I went and added them in
development\Win32\packaging\
Ideally, this would be done automatically as part of the build process, but
nobody's stepped up to the plate to do so. It should be trivial to do so using
MSVC. It's a little more complicated using MinGW/Cygwin but hardly
disastrously so.
The official installer includes lyx.ico and all shortcuts refer to that
icon. So there is no bug.
Of course it would be better to include the icon in lyx.exe, but only if
it goes automatically.
