Javadoc is an incredibly easy to use tool for documenting Java source
code. Near the bottom of http://java.sun.com/j2se/javadoc/faq/ (look
for "Third Party Tools"), there's a list of similar tools for C/C++ and
VBasic. At least a couple of them (such as Doxygen) are GPLed. I don't
have any personal experience with them.
