Currently it is possible for a child document to have different buffer
parameters, even a different text class than the master. These will of
course be ignored if the master document is typeset, but if you agree that
it is useful to include child documents with different parameters then it
is only natural that you also can change these parameters.
I mentioned Helge because we had a lengthy discussion some time ago about
this topic. I wanted to create a special child document format that does
not include the preamble, but a pointer to the master instead, and he was
strongly against it.
