I think the line spacing with ERT buttons can be fixed by fine-tuning
the appearance of the button itself. Make sure the button itself isn't
higher than the text it is inside (i.e. the font used for printing "ERT"
should have the same height as the line font or smaller. The baselines
should be the same, and the gray color that makes it look like a button
shouldn't extend too much.
ERT boxes also take up some space for the top and bottom line of the
box, this can probably be tweaked bvy allowing less room between
in-box text and the lines. Having ERT boxes that don't increase line
spacing would be nice indeed. It is the one thing that most often mess
up on-screen line spacing for me.

Consider making it a decimal number rather than 3 fixed choices. If we can't
fit the ERT box in a normal line, then maybe it will work with 1.1x
linespacing. And that won't look as bad as 1.5x.

For a web list - look at bugzilla.lyx.org where all bugs and feature
requests ("whishlist bugs") are recorded. See if you can find something
that seems easy to you. Good luck!
