Using LHE encoding for hebrew texts?

I'm not an expert in these things so perhaps someone knows an answer to 
the following question:

LyX currently only uses T1 encoding for LaTeX's fontenc package but all 
manuals I found recommend to use also the LHE encoding:
\usepackage[LHE,T1]{fontenc}

So shouldn't LyX also use the LHE encoding?
