I see. There is code in \l@part which makes sure that page breaks
happen at the right place, that is before a part and not after. I
guess that, since there are only parts in your TOC, no page break
occur. I am not sure what you are supposed to do. Anyway having so
many parts without any sectionning in between is a bit weird...
