Yes. The user can set them. Plase have a look at the term "optional
argument" in any LaTeX book. What you want is not a standard optional
argument as used by many LaTeX commands. What you want is not possible,
standard optional arguments are.

I guess the short answer is: letting the user to set the arguments in
the form of: {echo=true, eval=false, ...} in layouts is not possible
for the moment. I believe this would be a good feature. However, it
seems that it is not possible to add it during the lyx-1.5 cycle,
since the version is in alpha/ feature freeze.
