I now see that it's a partial but incomplete fix. Try this procedure.
1. Start LyX, and create a new (blank) document. While keeping this
blank document open, create a new document with a bibliography. In
this second document, bring up the insert citation dialog, but cancel
(without actually inserting anything). Now switch back to the first,
blank document, and try to insert a citation. The dialog contains the
same list of available citations as the second. Closing the second
document (and going back to the first), and attempting to insert a
citation once again incorrectly brings up a dialog with the same list
of available citations. So things are not fixed in this case.
2. If instead of pretending to insert a citation in the 2nd document,
you *actually* do so, then switching back to the first document gives
the proper (blank) list of available citations in the insert citation
dialog. So things are indeed fixed in this case.
