You are right in that cjk-lyx file is no different from the lyx file.

Then how about using Import menu button, such as "Import -> CJK-LyX-1.4.x -> 
{Korean(euc-kr), Chinese(big5),...}" ?.....   I hope I am not asking too 
much!
