I guess it is qt that controls that. In the normal OSX UI, is it

Yes. (Of course drawers normally have a minimum size. The "handle"
allows you to drag the drawer closed; if you close it more than 1/2-
way, it automatically closes the rest, but if you close it less than
1/2-way, it automatically springs opens to the minimum size.)
